Joined with the White House drug czar to “oppose efforts in the [Maryland] General Assembly to reduce penalties for terminally ill patients who use marijuana as medicine” (Baltimore Sun, May 25, 2003) The article quoted Rep. Cummings as stating “…there is little scientific evidence that marijuana can be used as a medicine.”
